This columnar cactus is called "Kinrasha" (Gold Velvet) because of its coat of golden spines. The plant in the photo was labeled as Kinrasha, but true Kinrasha typically has short spines so dense that its tubercles are almost completely hidden, giving it an appearance somewhat like Mammillaria. Based on my own research, it actually looks more like Rashakin (Ancistrocactus uncinatus).
