This is the Japanese name for Agave parryi A. parryi . Originally, I think it referred to a particular specimen when the plant was first introduced to Japan, but it’s unclear which variety that was. These days, it feels like the name is used as a general term for A. parryi . Since there’s a red-spined agave called 'Kisshoukan' A. potatorum 'Kisshoukan' , I imagine the red color of the spines is seen as a charming feature.
